Suspect touched in his special place by deputy during a search
On Friday, July 4, 2003, at 1347 hours, Deputy Bryant Fields initiated a traffic stop on Mr. Robert Lloyd Jr. at 5335 Far Hills Avenue in Washington Township. Deputy Fields stopped Mr. Lloyd for driving under suspension. Deputy Fields placed Mr. Lloyd in his marked patrol car and cited him for driving under suspension and not wearing his seat belt. Deputy Fields then released Mr. Lloyd.
Mr. Lloyd alleged that Deputy Fields was disrespectful, threatening, and intimidating towards him during the traffic stop. Mr. Lloyd was also concerned because Deputy Fields touched his genital area while he was conducting a pat-down search on Mr. Lloyd before placing him in his patrol car.
