On Wednesday, May 8, 2002, Butler Township Patrolman Jason Carter arrested and transported Rochelle White to the Montgomery County Jail. Corrections Officer Felicia Foster booked White into the jail. Officer Foster recorded that White had $388.41 with her when she entered the jail.

When Jail Accountant Gina Rigler counted and deposited White's money, she found the envelope contained $338.21, a difference of$50.20. Accountant Rigler notified the on-duty Sergeant, Sergeant Dave Hale, and advised him of the discrepancy.

Sergeant Hale investigated this complaint by interviewing Patrolman Carter, Officer Foster, and Accountant Rigler. Sergeant Hale also attempted to interview White, but she failed to respond to any of his requests. Sergeant Hale found that the complaint did not have merit. Patrolman Carter, before transporting white to the jail, counted White's money in front of her. However, Patrolman Carter does not recall how much money White had with her.
