Officer makes a sexual derogatory statement to an employee from the Public Defenders' Office
On Monday, May 20,2002, at approximately 1520 hours, Security Officer John Williams was working at the security checkpoint in the lobby ofthe Dayton Montgomery County Courts Building. Ms. Gale Coburn, an employee of the City of Dayton Clerk of Courts Office, alleged she overheard Officer John Williams state "You should still be here, we have undressed and raped more God Damned women." This statement was made to Tim Lewis of the Public Defenders' Office.
On Tuesday, May 21, 2002 Ms. Coburn contacted Sgt. Althouse in regards to an incident involving Officer Williams that had occurred on Monday, May 20, 2002. Ms. Coburn advised Sgt. Althouse that she overheard Officer Williams make a sexual derogatory statement to an employee from the Public Defenders' Office. Ms. Coburn completed a witness statement and filed a notarized complaint regarding the incident.
Sgt. Althouse notified Lt. Hild of the incident and forwarded the complaint to him.
On Wednesday, May 24, 2002 Major Drummer instructed me to investigate the incident as an administrative investigation.
