Montgomery County Sheriff Office hires questionable deputy who resigns after domestic violence charges
On Friday, October 10, 2003, Mr. James Tietge Jr. was hired by the Montgomery County Sheriff's Office as a deputy Sheriff. Detective Brian Madden conducted Mr. Tietge's pre-employment background investigation. Detective Melvin Hutchison and Detective Scott Landis allegedly told Detective Madden about several concerns they had regarding Mr. Tietge and his involvement in possible criminal acts on North Dixie Drive. It is alleged that Detective Madden failed to report these concerns in Mr. Tietge's background investigation. It is also alleged that Detective Madden divulged confidential information relayed to him by Detective Hutchison.
On Friday, October 17, 2003, Chief Deputy Rankin assigned the investigation to the Inspectional Service Unit. On Monday, October 20, 2003, Sergeant John Brands assigned the investigation to me.
I reviewed a memorandum to Chief Deputy Rankin written on Friday, October 17, 2003, by Major Stephen Rigler. Major Rigler stated Mr. Tietge resigned from the Montgomery County Sheriff's Office on Wednesday, October 15, 2003, after he was criminally charged with Domestic Violence by the Perry Township Police.
