Lieutenant engages in ethnic intimidation of deputy

Court Services Deputy Brian Hatton alleged that he has been the victim of "ethnic intimidation" by Lieutenant Mike Hild and that Lieutenant Hild displayed his dislike for him by changing a proposed schedule to accommodate the wishes of an officer with less seniority and to cause him distress. Court Services Deputy Hatton also alleged that he was the recipient of verbal warnings that were retaliation for his efforts as an assistant union director for the Ohio Patrolman's Benevolent Association. Court Services Deputy Hatton also alleged that Lieutenant Hild orchestrated the warnings for personal reasons.

On February 11,2002, Chief Deputy Rankin advised me of a complaint that had been made against Lieutenant Mike Hild by Court Services Deputy Brian Hatton. Chief Deputy assigned the investigation to the Inspectional Services Unit. At that time Chief Rankin gave me a memorandum submitted by Court Services Deputy Hatton, which stated that he was the victim of "ethnic intimidation" by Lieutenant Hild. The memorandum also stated that Lieutenant Hild displayed his dislike for him by changing a proposed schedule to accommodate the wishes of an officer with less seniority.
