Deputy disobeys superior officer and continues vehicle pursuit that ends in crash and injuries
On Tuesday, August 12, 2003, at 1723 hours, Deputy Vincent Gebhardt was assisting Herbert Thornton in the area of 101 Pawtucket Street, Jefferson Township regarding a suspect who had threatened to shoot Ms. Denise Oliver. Dispatch advised the suspect had a handgun and fled the scene in a blue Jeep Cherokee. Deputy Gebhardt observed the suspect vehicle eastbound on West Third Street and initiated a vehicle pursuit. Sergeant Jeffrey Papanek ordered Deputy Gebhardt to discontinue the pursuit.
Deputy Gebhardt allegedly disobeyed Sergeant Papanek's order and continued pursuing the suspect vehicle, which crashed at West Third Street and Elmhurst Drive in the City of Dayton. Deputy Gebhardt then allegedly pursued the suspect on foot instead of rendering first aid to the injured parties involved in the crash.
