Deputy accused of using excessive force during a domestic violence complaint
On Sunday, July 7, 2002, Deputy Timothy Turner, and Deputy John Campbell contacted Ms. Kelli McGuire at her residence, 4917 Wire Drive in Harrison Township regarding a complaint against her for domestic violence. Ms. McGuire alleges that Deputy Turner used excessive force in arresting her by twisting her left arm, and attempted to intimidate her thirteen-year-old daughter, Hailey, by speaking to her without an adult present.
Ms. McGuire feels that Deputy Turner is friends with her former live-in boyfriend Timothy Mcintosh, and is attempting to harass her for him.
On Wednesday, July 24, 2002, Chief Deputy Rankin assigned this investigation to the Inspectional Services Unit. Sergeant Brands assigned the investigation to me.
I reviewed Ms. McGuire's written complaint, and a recording of an interview Lieutenant Dershem conducted when Ms. McGuire filed her complaint. Ms. McGuire said on Sunday, July 7, 2002, Deputy Timothy Turner contacted her at her residence, 4917 Wire Drive, concerning a complaint her children made against Timothy Mcintosh earlier in the day regarding the violation of a temporary protection order.
Ms. McGuire said Deputy John Campbell was with Deputy Turner, and they spoke for a while when Deputy Turner asked her to put her shoes on.
