Could sheriff employee's injury have been prevented by following policy?


On Wednesday, January 8, 2003, at approximately 1430 hours, Deputy Robert Dugan, LES Cynthia Ferguson and Court Services Deputy Kimberly Roberts were at Appleton Paper Company, 1030 Alex Road, West Carrollton, Ohio, conducting a destruction burn of evidence and property.

During the destruction burn at least two popping sounds were heard from inside the furnace area. Immediately after the sounds were heard Court Services Deputy Roberts had been struck in the facial area, left cheek, and in her right shin area by two unknown objects. Court Services Deputy Roberts was immediately removed to Sycamore Hospital were she was treated and released. An unidentified object was located on the floor near the furnace doors close to where Court Services Deputy Roberts was standing when she was struck.

Deputy Dugan and LES Ferguson allegedly failed to follow the Sheriff's Office policies and procedures for a destruction burn.
